Navy Reneged On Signed Programmatic Agreement - Many Times

 After attending an on site meeting at the Hunt Navy KREP PV site where the contracted Navy archaeologist stated that no vehicles or machinery over Gross Vehicle Weight of 9000 pounds, the Hunt site developer immediately brought in the largest heavy trucks, semi's and metal tracked equipment crushing through the fragile ancient coral karst surface.

Heavy tractor trailer and large metal tracked equipment were used to

clear the KREP PV site despite very clear and specific PA agreement not

to do so. The Navy archaeologist, if ever there at all, never bothered to
enforce the PA and neither did the Navy at Pearl Harbor which had signed the
KREP Programmatic Agreement.

The result was very extensive flooding of the site area, fracturing the
underground WW-II era MCAS Ewa water distribution system.

 During WW-II construction a large bulldozer fell into a huge underground karst cave

This actually happened again several more times in the area north and west of
the PV construction site, flooding area roads and wasting huge amounts of water
as Hunt Corp moved heavy machinery and very heavy large trucks back and forth.

July 30, 2012 Kalaeloa Renewable Energy Park Programmatic Agreement-

Broken Programmatic Agreement:

"Clearing shall be performed with manual labor and small-scale machinery and
light trucks (maximum GVW of 8,500 pounds, as defined by Corporate Average
Fuel Economy standards). Bulldozers and metal-tracked equipment shall not
be used for clearing activities."

Nearly all of the metal tracked machinery was repeatedly brought back and forth 

across the 1941 runway on a regular basis from

another base yard area near Coral Sea Road where Hunt Corp tenants are

American Machinery.

The result is fracturing the WW-II era sand filled karst sinkholes and caves

 

 The community warned about the porous karst noted in original MCAS Ewa documents

 

  

 During airfield construction in WW-II beach sand was poured into the many karst caves

 

 

 

These same heavy weight trucks pound and crack the local roadways

You have to really wonder why so many experts in soil science, traffic, farming and three former governors OPPOSED the Ho'opili Project. The main PROPONENT for Ho'opili was Ex-Governor Abercrombie and we all know how popular he became after shoving it forward in 2012 with his pro-developer stacked Land Use Commission panel.

H-1 is already a total nightmare and this project will way OVERBUILD West Oahu adding 12,000 more homes on top of many other large home and land development projects. This will literally create a major environmental DISASTER with completely grid locked traffic. Absolutely everything is BAD about this project because it also paves over West Oahu's best farmland and creates massive polluted water runoff that will be directed either into Pearl Harbor or the offshore reef system.

Just for those who don't know, the REAL NAME for this area is not Ho'opili but instead Honouliuli which was a 1000 year old native Hawaiian food bread basket and traditional cultural place (TCP) supporting the largest Hawaiian population on the island of Oahu.

Honouliuli farm lands are the Golden Triangle of deep rich chocolate brown volcanic soil fed by a multitude of natural freshwater springs from the Waianae mountains. It remains an ideal location for high volume fresh farm vegetables and sustainable agriculture today and covering it with concrete and asphalt will literally be a crime against the public.

All open areas of the Ewa Plain are now being filled in with buildings, concrete and asphalt. All this polluted surface water has to run off through gutters into either the ocean or permanent holding ponds.

Nearly all of the once bountiful ocean resources are
being killed off around the Ewa Plain...It's becoming a huge, polluted, traffic 

choked nightmare with continuous building approvals by City and State government officials.

This last open farmland area will soon be filled in with buildings, asphalt and concrete. When this was sugar cane fields the water naturally percolated back into the karst aquifer.

The HART Programmatic Agreement should be followed, but it's not.

The PA is a formal agreement document with the community that requires the federally funded project to mitigate impacts on important cultural and historic sites, but this isn’t being done.

I have heard from some top authorities in the US that what HART is doing is wrong.

The HART entity hasn't been honoring the PA for years and this is well documented in the PA meeting minutes- for years. There was another PA meeting on Tuesday where this was again brought up.

Meeting after meeting, the PA minutes over the years show clearly that HART isn't honestly and forthrightly dealing with the very real concerns of consulting parties and signatories of the PA.

For us out here in West Oahu that live on this 25 square mile ancient coral reef, HART has clearly NOT mitigated our identified important Hawaiian cultural sites where Oahu’s largest Hawaiian Traditional Cultural Place existed for approximately 1000 years.

This West Oahu Ewa Plain area known as the ahupua’a of Honouliuli in the moku of Ewa has been identified as the “Leina a ka ‘uhane” an especially sacred place where thousands of souls wandered, iwi was buried in thousands of coral caves and sinkholes, and where souls made

the journey back to the ancient Polynesian homeland.

Estimates up to at least one million native Hawaiian burials from this 1000 year old agricultural

civilization are under the rail line and stations you are currently building.

One of the most famous and documented features of this ancient civilization of the Ewa Plain are the 1825 Malden Trails which HART has continuously ignored, even though a City Council Resolution in 2012, unanimously adopted, asked for the full recognition, identification and mapping of this hugely important ancient trail system.

This very important trail network that you are building over connected sacred heiaus, Konohiki managed waterways, vast  agricultural fields, connected ancient leeward communities, Puu o Kapolei, Honouliuli Village, One’ula and Kualaka’I fishing and limu gathering areas on the Ewa Plain shores.

FTA Ted Matley said in a PA meeting that “FTA takes this process very seriously and is committed to making sure that what has been agreed upon in the PA is executed.

I believe that HART is greatly risking the financial support of the US Congress which could withhold further payments to HART until they honor the Programmatic Agreement which HART signed.

I don't understand how the HART board can proclaim everything is just great and on track when you must surely know it isn't, and the trust with the community is being broken by reneging on the purpose and intent of the PA.
